1. Re-Organize Parliament
- Reduce constituencies from 349 to 210 in the National Assembly.
- Make the Senate the Upper House.
- Apply the third gender rule to appointments only, not elective positions.
2. Strengthen Devolution
- Increase revenue share from 15% to 45%.
- Devolve education infrastructure and road authorities to counties.
- Abolish the current regional administration system.
3. Independence of the Judiciary
- Allocate 2.5% of revenue to the Judiciary Fund.
- Judicial appointments finalized by JSC within 14 days of presidential confirmation.
4. Enforce Bill of Rights
- Provide free education in all public schools and colleges.
- Provide free healthcare in public hospitals.
- Enforce recommendations of all public inquiry reports.
- Allocate 40% of natural resource revenue to counties, 60% to the national government.

7. Enforce Integrity and Ethics
- Adopt audit and inquiry recommendations to bar corrupt officials.
- Corruption cases concluded within 9 months; appeals within 3 months.
- Recover all proceeds of corruption.
- Make corruption a capital offence with mandatory life sentence.
8. Election Laws
- Link ID issuance with voter registration.
- Set IEBC panel authority as final on recruitment.
- By-election required for governor vacancy before mid-term.
- Tertiary education required for MCAs, MPs, and Senators.
- President must win in 24 counties plus 50%+1 vote.
9. Rename National Land Commission
To “National Land and Rent Commission,” with power to regulate land and rent costs.

11. Popular Initiative (Article 257)
Any initiative with 1 million signatures from registered voters proceeds directly to a referendum.
12. Economic Laws
- SMEs to be paid within 14 days after invoicing.
- Establish a Community Development Fund.
- Ban public officials from doing business with government.
